The read should be upbeat and friendly. While the information is fairly straightforward, the voiceover needs to be engaging. In 1973, the Texas Legislature passed a law requiring all local governments to start providing workers’ compensation coverage to their employees. (Workers’ compensation provides medical care and income replacement for employees who are injured on the job.) At that time, few private insurance carriers were writing insurance for local governments. Because the new law allowed for collective self-insurance as one way local governments could meet the new statutory requirement, TASB worked with several of its members to create the TASB Workers’ Compensation Self-Insurance Fund (WCSIF). WCSIF started operations on January 4, 1974 and was so successful that additional risk pools were created in subsequent years to meet other insurance needs of TASB members (TASB Employee Benefits Joint Account in 1976, TASB Unemployment Compensation Group Account in 1977 and the TASB Property/Casualty Joint Account in 1981.)
