Imagine you are tasked with a setup of a new project office. Because the project is currently short-staffed, you put Silas in charge of the office furniture procurement. He is a long-time employee and you trust him implicitly. He will need to create a solicitation; review and evaluate vendor bids, and take receipt of deliveries. Silas has had increasing work responsibilities and is beginning to feel the pressure of several different projects piling up. After a brief selection process, Silas presents you his vendor recommendation and after a cursory review you approve the selection. After all, the selected vendor has the lowest bid.
Do you see any red flags?
We hope so! First off, there is lack of segregation of duties in the procurement process, which creates an opportunity for fraud. Secondly, the short length of time to identify a vendor is a red flag of a potentially unfair selection process. It takes time to properly advertise a procurement, so all vendors have a sufficient and equal time to respond; to conduct a comparison and evaluation of bids and to make a decision. Finally, as an approver, you are the last control step. To approve a procurement, you would want to review all support documentation to see if it clearly tells you the whole story on its own.
