A Brief History of Child Welfare 
This is a six minute overview of the fascinating history of child welfare. The first case in which legal protection for children was applied was in NYC in 1874 and NYC continued to be on the forefront of child welfare reforms and improvements. This is history but we'd like the voice to be bright, positive and engaged. The video will be seen primarily by people applying to work as caseworkers for the City or its affiliated agencies.

Script Details

The history of legal child protection in the United States begins in 1873, with a nine year old girl named Mary Ellen. Her severe abuse and neglect by a guardian was brought to the attention of a church worker, Etta Wilson, who looked in vain for legal help to protect her.
It so happened that a former diplomat named Henry Bergh had recently founded an organization to protect animals from abuse, the ASPCA.
When Bergh heard about Mary Ellen’s situation, he and Elbridge Gerry*, the newly-created ASPCA’s lawyer, decided to try to help her by applying the same legal protections that the ASPCA had won for animals to Mary Ellen.
