This is for a 4-mnute fully animated video that will communicate how and why the military overseas personnel Cost of lLving Allowance (COLA) goes up and down.
This character is the voice of a TV screen that the main female character interacts with - so there is about 1 minute of voice work in the overall video. The voice should be like an old style narrarator of an old film strip. Sort of monotone and boring, yet with some authority and character. The audience is military so use your military bearing.
