Voice needed for blues song.

This is a singing gig for a blues song.
Here's what I'd like to do: You send a version of the tune with you singing. Just the first half is fine. I'll pick who I think sounds best and then pay that person a $200 demo fee to send me a wave or aiff file of a vocal track for the whole 52 second song.
If the client likes that vocal, I pay you another $300 as a buyout so they can use the track in whatever ways they manage to sell this project. So this amounts to $500 for a total buyout.
What is this song for? The intent is it will air as part of a series of 25 educational spots. I can't name the network because there is not yet a deal in place. It's not one of the 4 majors.
But my contract gives them total ownership no matter what they do. They can sell videos or CDs or make a major network primetime series or even sell this to the Taliban and there's nothing I can do about it. Nor would you or I collect any additional money. I don't think any of those things will happen, but I do need to be clear about the buyout situation. My music is buyout as well if it makes you feel any better.
