This is a part for a male character who sounds like a stoner computer geek - think Bill and Ted's Excellent Adventure. It is for one of three characters of an animated news comedy segment that is a total of five minutes long including all three parts. The character, Wylde Webb, represents a grassroots organization fighting the telecommunications industry, who argues in favor of net neutrality.
