Project Main Details
The campaign mascot is a super-hero-like character, "Cap'n Dividend." This is the first in a series of adventures featuring him.
The two voices we're interested in are the VO and the Cap'n.
The Cap'n is definitely a male voice. The VO can be male or female. If you do the VO as male, please make it quite distinct from the Cap'n's voice.
The tone of the overall piece is meant to be engaging and amusing, but not silly. It's a serious issue. We want to educate the public but bring a light touch to it.
The Cap'n's voice should be like a super-hero. Male, rugged, all-American, heroic, but also with a down to earth, "Aw, shucks, mam" kind of demeanor. He's more than a caricature; he should have some character.
The VO should be the serious, life-is-hanging-in-the-balance voice of a documentary or Hollywood blockbuster trailer but *slightly* camped-up, as it is a cartoon. Image and sound: Ticking clock
VO: The clock is ticking for planet earth. Humans are burning carbon, changing the climate and threatening life as we know it...
Image: Cutaway of earth, with black dirt moving from underground, through a valve, to a smokestack, and into a spreading black cloud.
Little boy and girl, frowning.
VO: Can anyone stop this?
Boy: Aw, maaaan.
Enter Cap’n Dividend, our hero. He swoops to earth, cranks the valve, and the spreading black cloud starts to shrink. Clock stops ticking. Kids smile.
Cap’n Dividend pauses, lifts his cap, shrugs modestly.
Boy: Cap'n Dividend!
Girl: How do you do it?
Cap’n D: It’s simple. Under Cap & Dividend, I crank down the flow of carbon into the economy. If carbon doesn’t come in, it can’t go out.
Cap’n D flies to an oil well, where a tycoon hands him money (he puts it in a bag marked "dividends").
Cap’n D: Companies like Exxon have to buy permits at auction for the fuel they sell. Each year I reduce the number of permits.
Cap’n D: Then I let the market sort out who burns carbon...while rising carbon prices shift investment to clean alternatives.
Cap’n D zooms through windmills and solar panels
Cap’n D: And here's the best part: every American gets a monthly dividend wired to their bank. (Cap’n D flies w/bag of money to ATM.) As energy prices rise... (Gas pump with prices spinning up.) ...so do dividends. (Money flows out of ATM to a parade of diverse people.) Every family's income is protected. It's win-win for the Earth and the economy. (Smiles.)
Mom on ATM line (w/ the same kids as before): That’s it?
Cap'n D: (Faces camera) That's it. Cap the fuel supply. (Flash through previous images) Sell permits. Pay dividends. It’s simple, fair and gets the job done.
Boy: Hey, it’s our air.
(Pause.)
Mom: And our money.
