Calling himself the ‘Voice of D.C.’, Welles is a seemingly quirky and eccentric conspiracy theorist who espouses his ideas through the use of his pirate radio station broadcasting off the coast of Washington. Gordon’s broadcasts provide for foreshadowing of events as he seems to know what is going on before Ford does.
