The young and ambitious Kim Il Sung makes no secret of his ambition: to invade South Korea. To help achieve this, he builds a large and powerful army.

In the South, the Americans maintain a small military presence consisting of observers and trainers.
The US decides to withhold arms from Syngman Rhee and his South Korean troops in a deliberate attempt to stop the determined leader from going to war with North Korea.
The fiercely proud Rhee makes it his mission to destroy and reunify Korea on his terms – by force if necessary.
By the Spring of 1948, the growing tension between Soviet-occupied North Korea and the American-backed South reachs a boiling point.
Shots are fired across the dividing line. On May 25, an American civilian named Karl Smith is wounded by North Korean constabulary. Washington demands an explanation from Moscow. The Cold War heats up.
Adding fuel to the fire, both in Korea and back home, the Red Scare – intensified by anti-Communist propaganda - is putting fear into the hearts and minds of the American public. But the Soviets know the Americans have the Atomic bomb -- and are not afraid to use it.
January, 1949. The Soviets pull out of North Korea.
Six months later - despite overwhelming evidence that Kim Il Sung’s Communists were set to invade - the United States also withdraws its troops from South Korea.
With the American troops effectively gone from the South, Kim Il Sung seizes the moment and, in March of 1949, makes a trip to Moscow.
Not wanting to risk open conflict with the U.S, Stalin turns Kim Il Sung down.
The following month Kim Il Sung takes his plan to Mao Zedong.

Mao also tells Kim Il Sung to wait. (beat) But Sung’s luck suddenly changes. In Washington, Secretary of State Acheson announces that Korea no longer falls within the US/Asian Defense Perimeter.
The Soviets no longer believe the United States will intervene in a Korean war. The time has come for Kim Il Sung to strike.
