What is proposed is a simple message conveyed with a powerful image - one that everyone can associate with and one that will have a clear and direct meaning conveying the dangers of the waters.
Additionally it will subtly encourage parents to promote the teaching of swimming to their children.

The screen is filled with a calm body of water. It could be a pond, a lake or the sea. The location is as yet unimportant. What is important is that it is a familiar image and implies peace and calm. It is back-lit with a golden hue implying a scene that is meditative and at peace.
A drop of water lands in the centre of the puddle and causes ripples to expand in slow motion towards and beyond the edge of the screen. A voice-over begins:
"Water. A vital part of all our lives" (As I said Ken - take these messages as VERY ROUGH and completely subject to change!)
A second drop lands in the middle and ripples outwards. V-o continues:
"It brings us life; it's a means of transport; it replenishes our thirst"
Another drop and the camera begins to draw back and the location becomes recognizable: It's outdoors and the body of water is a puddle on the side of the road near a beach/river. Voice-over continues:
"It must be treated with respect. It has no conscience and it takes no prisoners."
The camera tilts up to reveal the long wet hair of a child hanging over an ambulance stretcher.
Two parents are bent over the child in tears, heartbroken, stroking the child's hair. Another drop of water hits the floor.
"Learn swimming and rescue skills. Don't take risks. Wear a lifejacket. Be smart. Stay alive."
Over the final image website details will be superimposed with a final tickertape text:
