I'm requesting information on the cost for a voice-over on a video describing the U-S Army Europe. The script is 9 pages long, approximately 9 minutes long. It is intended for a military audience. It will be displayed in public as part of a display for US Army Europe, and at conferences. It is not intended for broadcast. We're interested in a cost estimate, and an idea on how long it would take to receive the final voice-over. Also, if we have changes for the future, what sort of pay scale would you expect.

USAREUR is leading the way in Army transformation. We are completely restructuring our units to be leaner, more capable, and strategically postured to respond to the global war on terrorism and other emerging crises while rebasing them to new and better facilities to provide for premier quality of life.
Over the next five to ten years, we will:
Merge the Fifth Corps and USAREUR/7th Army headquarters to form the headquarters of USAREUR and Task Force Five, with new, 21st century streamlined command and control structures that are fully joint-capable, agile and responsive.
We’ll meet the increasing demands of the 21st century with the expeditionary warfighting capabilities of three brigade combat teams. We will fully structure the 173rd Airborne brigade in Italy to become a modular airborne brigade combat team. We’ll station the Second Cavalry Regiment Stryker brigade at our Grafenwöhr Joint Main Operating Base. And we’ll host a rotational Brigade to conduct exercises and train with our partners and allies throughout the EUCOM AOR. We’ll completely restructure all of our theater and corps separate brigades into theater enabling commands.
Developing these flexible, expeditionary teams will allow USAREUR to return two heavy divisions back to the continental United States.
In concert with European Command, we will help establish forward-operating sites and cooperative security locations positioned across the area of responsibility where they will provide us with the flexibility to project power when and where needed to defend our national interests, while developing and maintaining ties with our allies.
And, during all of this restructuring, U.S. Army Europe will continue to form, train and deploy combat forces to meet our nation’s warfighting requirements.
As Freedom’s Expeditionary Force, our combat formations are fully engaged in defeating the threat of terrorism. USAREUR units were prominent contributors to the success of Operation IRAQI FREEDOM. During the early stages of the war, Fifth Corps Headquarters and its separate brigades led the assault to oust Saddam’s regime. Fifth corps is now preparing to return to Iraq for a second tour of duty, serving as the Multi-National Corps-Iraq headquarters. This summer the Corps was rigorously tested during exercises Urgent Victory and Unified Endeavor in Grafenwoehr. While U-V allowed the Corps to test its warfighting tactics and techniques, U-E validated the Corps’ readiness for deployment. The computer-driven exercises merged simulations, command and control systems and role players as it brought together many of our coalition partners, including members of the Iraqi security forces. It placed the Corps in demanding scenarios ensuring it is ready to take over the MNC-I role.
The First Armored division had a vital role in securing Baghdad, and went on to secure Nijaf, Diwinayah, Al Kut and Karbala. Selected units of the First Armored Division are now preparing to return to Iraq for a second deployment.
Our First Infantry Division recently returned home from a year-long deployment in north central Iraq, where it ensured a safe and stable environment that allowed Iraqi citizens to have a peaceful and successful election process. Over the next year, the headquarters and selected units of the Big Red One will redeploy to the United States, returning to Fort Riley Kansas after concluding ten years of proud service with the Army in Europe.
At the beginning of Operation Iraqi Freedom, the 173rd Airborne Brigade jumped into the night to secure Kirkuk. The brigade is part of USAREUR’s Southern European Task Force which is now helping stabilize Afghanistan as part of Operation Enduring Freedom where they serve as senior tactical headquarters for Combined Joint Task Force 76 – an example of how USAREUR can deploy a small task force headquarters, tailored for a specific mission. SETAF is supported by enabling forces from USAREUR’s Germany-based units such as the 12th Aviation Brigade, the 18th Engineer Brigade, and the 29th Support Group as well as CONUS-based forces.
During these deployments, the 5th Signal Command provides critical reach back connectivity to the Global Information Grid, enabling the deployed forces to use the complete capabilities of the staff in sanctuary while deployed. We provide full spectrum computer and communications capabilities and layered computer network defense throughout the operational theater.
Being trained and ready is nothing new, but the way we train is evolving to meet current and future missions.
Central to USAREUR’s training is our Joint Multi-National Training Center headquartered in Grafenwohr, Germany. The J-M-T-C is USAREUR’s focal point for training U.S., NATO and international combined and joint forces in full spectrum, joint operating environments with world class facilities, systems and trainers.
Exercise Immediate Response 2005, at the Novo Selo Training Area in Bulgaria, is an example of the J-M-T-C in action. U.S. troops, from both stateside and main operating bases in Europe deployed together to conduct training alongside Bulgarian soldiers. IR 05 was the first time that the J-M-T-C deployed its Expeditionary Instrumentation System, providing a fully functional combat training center with live, virtual and constructive simulation support. This allowed the U-S and Bulgarian forces to train in a realistic scenario of convoy, live-fire, and urban operations against a determined enemy, and provided commanders with an unprecedented view of their unit’s performance on the battlefield. Immediate Response 2005 helped strengthen USAREUR’s rapid response capability, as well as providing an opportunity to work and train alongside our NATO allies. E-I-S was also deployed to ROMEX 2005, an exercise that demonstrated the expeditionary nature of the U.S. Army and its ability to link components from separate theaters into one fighting unit. During the exercise, U.S. and Romanian soldiers worked side-by-side, learning from each other and forging ties for future real-world security cooperation missions.
Partnerships were also strengthened during Exercise Torgau 2005 as soldiers from USAREUR’s 1st Armored Division and the Russian 4th AD made history, training together on each other’s turf. The first phase of the exercise was held in the Russian federation, where American soldiers got hands-on training with Russian weapons. They returned the favor during phase 2 in Grafenwoehr, Germany. While there were differences in equipment, soldiers from both countries made the most of the opportunity to find common ground.
USAREUR continues to engage 91 countries from Africa to Russia, support the transformation and expansion of NATO, as well as sustain support and stability operations in the Balkans.
USAREUR’s transformation, in the heart of Europe, encourages our NATO allies and friends to follow our example, to partner with us, and to transform their own forces. Since March 2004 USAREUR’s commanding general has also commanded the NATO Allied Land Component Command, in Heidelberg, Germany. This provides an outstanding opportunity to harmonize the transformation of Army forces in Europe with the transformation of the land forces and headquarters of NATO.
The recent announcement that the first infantry division will return to the United States paves the way for stationing the Second Cavalry Regiment in Vilseck in 2006. Putting a Stryker Brigade Combat Team -- the Army’s most advanced tactical combat formation -- in the heart of Europe demonstrates our nation’s commitment to this theater. The resulting security cooperation is critical – assuring us access to airports and seaports, overflight rights, basing rights, and coalition partners when needed – all made possible by our in-theater presence and our continuous security cooperation efforts.
Given the pace of operations and an ever-changing environment, we recognize the importance of taking care of soldiers and their families. Our rebasing plan ensures that units will be located where they can effectively train and deploy. And our families and communities will relocate with those units to our Joint Main Operating Bases for immediate access to all of our facilities and services. We have an aggressive plan in place for military construction to support our new stationing plan.
We’ll form these safe and secure living and working environments with our host nation partners and the Installation Management Agency-Europe. The superb teachers of the Department of Defense Dependent Schools in Europe provide a first-class education for our children, and we will continue to improve the quality of life through strong command programs. We are confident this will allow our soldiers to stay focused on their mission, while our families know they have a safe and comfortable home here in USAREUR.
The transformation of USAREUR is happening now, even as we continue to fight the global war on terrorism. With a clear roadmap to the future, USAREUR remains relevant and ready, executing with excellence Any Mission, Any Where.
