First look at the accounting methodology. For an MC&A system to be effective, it must be well documented with a defined MBA structure. In the first lesson, some designs were presented for MBA structure. Typically, the structure is defined by the facility and approved by the oversight agency as being viable and acceptable. When a facility is under the International Atomic Energy Agency (IAEA) safeguards, the MBA structure is negotiated between the IAEA and the country where the facility is located. The IAEA specifies criteria for defining MBAs in its document; “Safeguards Criteria 1991-1995,” and the criteria are based on process flows and key measurement points.
