Script Details
A recent survey conducted by the Spokane Transit Authority indicates that 81% of the community believes that traffic congestion s a problem. The survey also revealed that 89% think that government should look for a solution to this problem.
The population and economy of the Spokane have experienced rapid growth in recent years. The combined economies of Spokane and Kootenai Counties have a population of 521,000 and are projected to experience a minimum 35% increase by the year 2025.
The future vision for transportation in the Spokane region seeks to connect communities from the west plains to the east valley and from the central business district to the north Spokane area. Eventually, regional service to Coeur d'Alene could be established.
The first part of the vision is to connect downtown Spokane with the Cities of Spokane Valley and Liberty Lake.
Why is Spokane embarking on a new transit system? Over time, many believe that enhanced transit will lead to better connected communities, more jobs and more choices for residents. Many communities that have light rail report that these systems I have encouraged economic development and increased property values around rail stations. Businesses catering to transit rider’s needs have multiplied in station areas.
Studies show that most people are willing to walk ¼ to ½ mile to or from convenient transit stations. With the right combination of uses, districts close to transit stations can become a hub of activity where people may choose to live, shop and work. Restaurants, offices, shopping, and a variety of housing types all contribute to the success of a transit-oriented neighborhood.
A variety of transit options are now being considered between downtown and Liberty Lake. Cost estimates and concept designs are now complete for each option.
• Two light rail options are on the table. Light rail runs along a normal set of railroad tracks. In some locations the trains may operate at street level adjacent to, but separated from auto traffic. Elsewhere it may operate in an exclusive corridor. This exclusive pathway gives light rail vehicles the ability to travel without being delayed.
• A Bus Rapid Transit Option, also known as BRT, has also been developed. BRT would operate on existing roadways between downtown and Liberty Lake, sharing lanes with other traffic. Frequent service is ensured by giving the BRT vehicles traffic signal priority at major street intersections.
• A combined light rail and BRT alternative is also on the list. Light rail would extend from downtown to the Valley Transit Center. BRT would operate from there to Liberty Lake.
• Lastly, the study includes a “No Build” Alternative. This option would be the default alternative in the event that the community were to decide against building a light rail or BRT option at this time.
Each option has its own strengths and weaknesses. In the end, the community must decide which option works best for Spokane… given the region’s vision for the future and available financial resources.
