Admiral Jason Scott is the commanding officer of the GTD Krios; he issues ship-wide command briefings during the first half of the campaign.
The story concerns two races, the Terrans (humans) and Vasudans (aliens), who have allied together to fight a war against the xenocidal Shivans (even more alien aliens). That war has been won, at great cost, but a shadowy Terran government organization is conspiring behind the scenes. While the Terrans are recovering from the war, this organization is maneuvering to overthrow the galactic government. The object of the expansion pack is to uncover the conspiracy and defeat it.
