It was presented at a commemorative event, celebrating the 40th anniversary of the passing of legislation enacted to bring a world's fair to San Antonio, TX. This is primarily an honorarium of (then) freshman U.S. congressman, Henry B. Gonzalez and the success that he had in putting San Antonio, "on the map" by bringing this, "Hemisfair" to our city, in April of 1968.
